Finance committee approves additional Hildreth House costs, recommends debt financing; Tuesday's STM will decide

When Special Town Meeting convenes tomorrow night, the two articles on its warrant will have the support of the town’s capital and finance committees as well as the Board of Selectmen, but as of Monday morning the method of financing to be used for the first article had yet to be settled.

The Special Town Meeting is scheduled to convene tomorrow, Tuesday, June 14, at 7 p.m. in Cronin Auditorium at the Bromfield School. Article 1 asks voters to approve $188,223 in additional spending to improve the safety and accessibility of Hildreth House, an amount required by the higher-than-expected construction bids received for the project. Article 2 asks to transfer what remains of 2015 certified free cash to the Capital Stabilization and Investment Fund. (For additional details see our “Warrant in Plain English.”

At its meeting last Wednesday, June 8, the finance committee voted to recommend both articles, as the selectmen and capital committees had already done. The committee also joined with the Capital Planning and Investment Committee in recommending that the additional cost be borrowed as non-excluded debt, that is, debt whose principal and interest are paid for out of the annual omnibus budget rather than a tax override. This mechanism would have no impact on fiscal 2017 taxes, Finance Director Lorraine Leonard says, noting that because the town used some of this year’s free cash to reduce its non-excluded debt in the fiscal 2017 budget, there is room to absorb the additional amount. Both the capital and finance committees were unanimous in recommending this approach.

Because the motion to approve Article 1 will be made by the selectmen, it remains to that board to recommend how its costs should be financed. There exist two additional methods, though both were considered and then rejected by the two finance committees: taking the money from the capital fund, or taking it from what remains of free cash. As noted last week (see “Capital committee approves Hildreth overrun”), there are those who say the money should come from free cash, including selectwoman Lucy Wallace and selectman Stu Sklar. When the selectmen meet at 6:30 p.m. tomorrow night, the expectation is that a majority will vote for the use of debt. But that does not prevent those who oppose that approach to offer amendments and persuade Town Meeting to follow a different course.

Word of the Special Town Meeting has received scant attention from town officials. As of 8 a.m. Monday morning, there was no announcement on the town's website, though a link to the warrant itself could be found  at the bottom of an obscure News and Announcements box.
