At next week’s Town Meeting, residents will decide whether to fund a $300,000 study that could lead to a sweeping update to the commercial zoning bylaw, a recommendation made in Harvard’s first comprehensive plan in 1969, and echoed in the 1988, 2002, and 2012/2016 comprehensive plans.
