| Devens Focus Group Financial-Legal Report, December, 2003 |
This report was prepared by a sub-committee of the Devens Focus Group, the Financial–Legal Subcommittee. Subcommittee members held a number of meetings including separate meetings to consider police, fire and public works costs each with the head of the Devens department currently providing that service to Devens and the head of the equivalent Harvard department. Other meetings with Mass Development addressed property valuations, or more general financial issues. |

| Devens Focus Group Survey Report, September, 2003 |
During the summer, 2003 the Devens Focus Group conducted a survey to determine Harvard residents' sentiments about Devens jurisdiction. More than 20% of Harvard's registered voters took the survey, and in addition to the structured questions, provided nealy 100 pages of comments. This report details the results. |

The Boston Globe reported on January 27 of this year that there is housing oversupply and a foreclosure crisis in towns on Route 2, a couple towns past Rt 495.
This oversupply is in sharp contrast to the housing shortages that Mass Development forecast years ago when it started to accelerate development of houses at Devens.
If allowed to continue on its mis-timed path of accelerating residential development, it will flood the area's housing market further, particularly depressing real estate values of towns outside the 495 belt.
Mass Development has done an effective job in attracting warehousing and industry to Devens. It should stick to that agenda and get out of the residential development business.
