BOS Scorecard: Goals of the Board of Selectmen

Harvard’s town website lists more than 30 elected officials, boards and committees, but it is the selectmen that set their strategic direction. Last fall, the current board—absent newest member Marie Sobalvarro—set 12 major goals for 2010 to guide its own deliberations as well as those of other town groups. The Harvard Press BOS Scorecard, which the paper introduced in February, is our effort to help readers keep track of their progress.

This is our final report for fiscal 2010. Following town elections on May 4, a new board will be seated, from whom we can expect new goals for the 2011 fiscal year.

In a recent interview, BOS chairman Ron Ricci said he thought “the biggest thing we did was the new health contract,” which, he said, delivers savings to both the town and its employees. “We’re going to town meeting with a good budget, no layoffs and [with the exception of the school fee override ballot question] no overrides.”

The Press welcomes corrections, comments and suggestions that will help us make this feature more useful to town officials and our readers.

1.    Municipal Buildings and Town Center
      a. Develop plan and warrant article for use of town-owned buildings (Town Hall, old library, Hildreth House).   Ongoing: The Municipal Building Task Force talked with potential users, compared their space requirements with the buildings’ characteristics, reviewed the condition of the structures, and held two major town workshops. The group has issued a final report with recommendations and will request $70,000 at Town Meeting to develop detailed plans and cost estimates for the town to consider in 2011..
      b. Develop a plan to improve parking and pedestrian access in the town center.   No results to report. Planning for town center municipal buildings comes first.
      c. Develop use plan for nonmunicipal buildings and properties in and near Town Center.    This relates to the possible acquisition and use of St. Theresa’s Church on Still River Rd. The opportunity has been considered, but since the property is not yet available, nothing can be reported.
2.    Devens and Joint Boards of Selectmen (JBOS)
      a. Seek opportunities with JBOS and Devens for sharing of resources and delivery of services.   Various schemes have been discussed with JBOS members and Mass Development throughout the year, but none acted upon to date.
      b. Develop a working economic model of revenues and expenses relative to Devens and its impact on—and opportunities for Harvard.   Ongoing: Finance Subcommittee of the JBOS, with help from the Montachusett Regional Planning Commission (MRPC), has pulled together Devens revenues and costs. Next step is to separate municipal operating data from the total to clarify what towns could gain or lose when Devens is either returned to the towns that surround it or is established as an independent municipality. The selectmen have appointed Steve Finnegan to chair a new Devens Economic Analysis Team (DEAT), which will investigate the potential impact on Harvard of various Devens disposition scenarios.
3.    Commercial Development
      Develop a plan to make best use of the Ayer Road commercial district.   Completed. The Economic Development Analysis Team (EDAT) developed cost-benefit models for three types of development on Ayer Road. The group also canvassed north Harvard residents and the town in separate surveys to determine attitudes toward development and the visual preferences of residents for various building and mall designs. As of press time, EDAT planned to post its final report on the town website and will present its findings at Town Meeting.
4.   Fiscal and Personnel
      a. Develop a strategy and complete a total compensation matrix for all town employees.   No results to report.
      b. Resolve health insurance question for town employees (stay with current provider, change groups or move to GIC) as part of total compensation package.  

Completed. All union and non-union town employees will move to the ‘Saver Plan’ offered by current provider Minuteman Nashoba Health Group (MNHG), averting a projected $230,000 increase in the cost of health insurance for the town and its employees.

5.   Miscellaneous
      a. Improve communications between town boards and committees.   On going. Two all-boards meetings were held, followed by periodic tri-board (BOS, Finance, Schools) meetings to review budgets.
      b. Implement document management plan for all town departments that uses electronic storage and improves access to public documents created and received.   Matter has not been discussed. No results to report.
      c. Improve processing of financial transactions to allow electronic retrieval and analysis by anyone authorized to view them.    Matter has not been discussed. No results to report.
6.   Operational Issues
      Establish a Harvard Development Authority and eliminate Harvard Housing Authority (HHA).   Matter has not been discussed. No results to report. HHA and Partnerships have been allowed to lapse; key members of HHA moved to Municipal Affordable Housing Trust Fund. Two candidates are running to fill vacant HHA positions. Scott Hayward remains the state appointed member and HHA chairman.
