BOS Scorecard: Goals of the Board of Selectmen

Harvard’s town website lists 20 appointed and 14 elected offices, boards, and committees that, together, function as the executive branch of town government. But it is the members of the Board of Selectmen who set strategic direction for the town, and last fall the current board—absent recently-elected Marie Sobalvarro—set 12 major goals for 2010 to guide its own deliberations as well as those of other town groups.

The BOS Scorecard, which the Press introduced in February, is our effort to help readers keep track of the selectmen’s progress.
This month, we’ve reorganized the scorecard to better reflect the priorities of the BOS. While improving town center parking and pedestrian walkways are important goals, for example, a solution is not possible without a plan for reuse of municipal building. The reorganized scorecard now reflects that reality.

1.    Municipal Buildings and Town Center
      a. Develop plan and warrant article for use of town-owned buildings (Town Hall, old library, Hildreth House).   Appointed by the selectmen, the Municipal Building Task Force held two well-attended design charrettes and has posted recommendations for the three municipal buildings at the town website. The group will report its conclusions at Town Meeting in May and will request $75,000 to develop detailed plans and cost estimates for the town to consider.
      b. Develop a plan to improve parking and pedestrian access in the town center.   No results to report. Planning for town center municipal buildings comes first.
      c. Develop use plan for nonmunicipal buildings and properties in and near Town Center.    No results to report. Planning for town center municipal buildings comes first.
2.    Devens and Joint Boards of Selectmen
      a. Seek opportunities with JBOS and Devens for sharing of resources and delivery of services.   Various schemes have been discussed by JBOS members throughout the year, but none acted upon to date.
      b. Develop a working economic model of revenues and expenses relative to Devens and its impact on—and opportunities it presents—for Harvard.   Finance Subcommittee of the JBOS with help from the Montachusett Regional Planning Commission (MRPC) has pulled together Devens revenues and costs. Next step is to separate municipal operating data from the total to clarify what towns could gain or lose when  Devens is either returned to the towns that surround it or is established as an independent municipality. This week BOS appointed   Steve Finnegan to chair a new Economic Development Analysis Team (EDAT) team to understand the specific impact of future changes at Devens on Harvard.
3.    Commercial Development
      Develop a plan to make best use of the Ayer Road commercial district.   Appointed by the selectmen, the Economic Development Analysis Team (EDAT) has developed cost-benefit models for three types of development on Ayer Road—excluding Devens— and is conducting a townwide survey to determine the visual preferences of residents for various building and mall designs. EDAT will report its findings at Town Meeting. This month, the BOS created a second analysis team to look specifically at Devens costs and benefits.
4.   Fiscal and Personnel
      a. Develop a strategy and complete a total compensation matrix for all town employees..   No results to report.
      b. Resolve health insurance question for town employees (stay with current provider, change groups or move to GIC) as part of total compensation package.  

While insurance has become a hot topic in the state, with both the governor and legislature calling for change, the BOS has so far been silent on the issue and there are no results to report

5.   Miscellaneous
      a. Improve communications between town boards and committees.   One all-boards meeting was held in the fall of 2009 followed by periodic “tri-board” (BOS, Finance, Schools) meetings to review budgets. No further results to report.
      b. Implement a document management plan for all town departments that uses electronic storage and improves access to public documents created and received.   Matter has not been discussed. No results to report.
      c. Improve processing of financial transactions to allow electronic retrieval and analysis by anyone authorized to view them.    Matter has not been discussed. No results to report.
6.   Operational Issues
      Establish a Harvard Development Authority and eliminate Harvard Housing Authority (HHA).   Matter has not been discussed. No results to report. HHA and Partnerships have been allowed to lapse; key members of HHA moved to Municipal Affordable Housing Trust Fund. Two candidates are running to fill vacant HHA positions. Scott Hayward remains the state appointed HHA chairman..
